Stable housing for healthy beginnings 

Housing is a human right. Safe and stable housing is essential for babies’ health, development, and overall well-being, providing a foundation for secure early attachment and healthy growth. The Oregon Momnibus housing provisions aim to ensure that families, especially new mothers and infants, have access to stable, affordable housing to prevent homelessness and support positive early childhood outcomes.

A.

Create a permanent subaccount of the Emergency Housing Account within Oregon Housing and Community Services dedicated to providing housing stability services to pregnant and postpartum people.

B.

Provide long-term rent assistance that convers families from pregancy through the first year of life for the child (minimum).

C.

Incentives greater development of multi-bedroom family-oriented units in affordable and subsidized housing developments (Raise Up Oregon--RUO-- 9.1)

D.

Stable housing will provide a safe and consistent environment that supports healthy brain development, reduces stress, and lowers the risk of health complications for babies.
